he Russian Federation has now destroyed all cogeneration plants that served the city of Kharkiv, reports a government spokesman for Ukraine. Mobile boiler houses will now be deployed where possible, comments the Ukrainian Prime Minister Denys Shmyhal.

  "We are focusing on Kharkiv and the Kharkiv region because we understand that the Russians have effectively destroyed all the cogeneration plants around Kharkiv that supported the city. We are bringing in small mobile boiler houses, each with a capacity of 1 MW, which will be installed by local authorities,"

he explains. Similar technologies will be used in other cities where critical infrastructure has been damaged, he confirmed.

  The Russian forces continue to annihilate Kharkiv's infrastructure, targeting residential buildings, energy facilities, and industrial zones with missile and artillery strikes.

In April 2024 Kharkiv Mayor Ihor Terekhov reported that almost all of the city's key energy infrastructure had been destroyed. Against this backdrop, Kharkiv experienced severe power supply interruptions. In particular, the city was forced to suspend its city-wide heating operations early due to Russian strikes on the energy infrastructure.

 According to the report from the World Bank, the European Commission and the Cabinet of Ministers [the highest body of state executive power in Ukraine], total reconstruction and recovery needs of Ukraine are estimated to be in the region of US$500-600 billion.
